Masters of Evil is a Grixis Commander deck built around Doctor Who's villains: Daleks, Cybermen, the Master, and the Weeping Angels. The mechanical core is creature death. With Davros on the battlefield, opponents' creatures dying makes Dalek tokens, and those tokens plus the Cybermen effects drain the table over time. The deck leans on "Villainous Choice" effects to put opponents in a no-win spot every turn.

Davros, Dalek Creator is the engine. Whenever a non-Dalek creature an opponent controls dies, you make a 3/3 black Dalek artifact creature token. He turns every board wipe, combat trade, and removal spell opponents fire at each other into free Daleks on your side. In a four-player game, where creatures die constantly, Davros floods your board without costing you a card. His own death triggers it too, which is all the more reason to send him into combat.

Missy is the recursive alternative. Whenever a non-token creature you control dies, you may return it to the battlefield as a Cyberman on top of its other types. She brings your own threats back as Cybermen and holds your board together through removal and wipes. Against pods packing heavy removal, Missy keeps your key creatures coming back.

Weeping Angel

A legendary Alien Angel with flying and a nasty catch: it can't be looked at without consequences. When the Weeping Angel blocks or becomes blocked, exile it and put it onto the battlefield tapped under the defending player's control at the beginning of the next end step. So it bounces itself into an opponent's possession, but it lands tapped. The real value is the death trigger: any time the Angel dies to removal, Davros makes a free Dalek.

The Master, Mesmerist

A legendary Human Time Lord that forces opponents to choose between drawing a card and putting the top card of their library onto the battlefield under your control. This "Villainous Choice" either feeds an opponent's hand or hands you a free permanent. Add the Master's other control-magic abilities and you get the deck in miniature: opponents either help you or hurt themselves.

Wound Reflection

Wound Reflection

At the beginning of each end step, each player loses life equal to the life they lost this turn from sources other than Wound Reflection. In effect, all their life loss doubles, whether it came from combat, drain, or a sacrifice trigger. In a deck that chips opponents down through Dalek tokens and Cybermen effects, a 5-life-loss turn becomes a 10-life-loss turn. Games where Wound Reflection lands tend to end the following turn.

Blasphemous Act

One red mana deals thirteen damage to all creatures once enough creatures are in play to cut its cost. In a deck that wants opponents' creatures dead for Dalek tokens, Blasphemous Act is a board wipe and a Dalek factory at once. Every creature opponents control dies, each one triggering Davros, and you come out the other side with a pile of artifact Daleks or Cybermen. Thirteen damage also kills most commanders that aren't indestructible.

Decree of Pain

Eight mana destroys all creatures and draws you a card for each creature destroyed this way. Expensive, but the payoff is huge: a board wipe that refills your hand based on how many creatures died. In a pinch you can cycle it for three mana to give all creatures -2/-2 until end of turn and draw a card. Either mode feeds Davros his Dalek tokens. Hard-cast, it is a midgame win condition that draws eight to twelve cards in a typical pod.

How to Play

Get Davros onto the board and let the game come to you. As opponents trade and fight, they hand you Daleks. Board wipes, yours and theirs, generate waves of free 3/3 tokens. Keep Missy in reserve to bring your best creatures back as Cybermen when removal hits them, and use Villainous Choice cards like The Master to keep opponents off balance.

You win one of two ways: Wound Reflection doubling all the life loss from your drain effects, or plain combat with a board of Dalek tokens you never paid a card for. This is a long-game deck. The longer it runs, the more Daleks you have stacked up and the less everyone else has left to work with.
