Hail, Caesar is a Mardu Commander deck from the Fallout crossover. Caesar, Legion's Emperor plays the wasteland warlord: he makes Human tokens when you attack and sacrifices them for value, so combat alone runs a self-sustaining aristocrats engine. The deck bolts Fallout's faction warfare onto classic Mardu token sacrifice. You bury opponents in bodies and turn every death into an edge.

Caesar, Legion's Emperor makes 1/1 Human tokens when you attack, and when you sacrifice creatures he exiles cards from opponents' libraries and lets you cast them. He scales with the size of your attack: more attackers, more tokens, more sacrifice fodder, more cards stolen off opponents. Token generation plus that exile-cast makes Caesar one of the strongest Mardu commanders around.

Isshin, Two Heavens as One

Doubles all attack triggers. Caesar makes tokens when you attack, and Isshin makes that trigger fire twice per attack step, so your token count doubles on the spot. Every other attack trigger doubles too, from Brutal Hordechief to Legion Loyalist. Isshin is the most-added card across Hail Caesar upgrades at 55%, because doubling Caesar's tokens turns a good deck into an overwhelming one. Get both down by turn four and the token flood gets out of hand.

Bastion of Remembrance

Makes a 1/1 Human token when it enters, then drains each opponent 1 life for every creature death. In a deck that sacrifices tokens nonstop, Bastion of Remembrance quietly deals 15 to 25 to each opponent over a game. The token it leaves behind is instant sacrifice fodder for Caesar. Add Zulaport Cutthroat and Blood Artist for backup, and the deck racks up 30 to 50 drain damage total before anyone clocks that it's lethal.

Skullclamp

The best card draw in token decks. Equip it onto a 1/1 Human and it dies right away to the -1/-1, drawing you two cards. In a deck that spits out dozens of 1/1 tokens a game, Skullclamp turns the spares straight into cards. Sacrifice one token to Caesar for the exile, clamp another to draw two, and nothing goes to waste. That's why the deck keeps drawing gas even as opponents pick off your permanents.

Assemble the Legion

Builds a token army that grows every turn. At the start of your upkeep, Assemble the Legion gets a muster counter, then makes that many 1/1 Soldier tokens with haste. The first upkeep makes one token, the next makes two, then three, and by turn six you're getting six hasted tokens an upkeep, more every turn after. Against a deck with no enchantment removal, Assemble the Legion alone builds an unbeatable board within five turns of resolving.

Intangible Virtue

Intangible Virtue

A lord for all your tokens. Intangible Virtue gives every creature token you control +1/+1 and vigilance. The +1/+1 turns your 1/1 Humans into 2/2s, doubling what they do in combat. Vigilance lets them attack without tapping, so they hold back on defense the same turn. Against decks that want to swing back through your tokens, that vigilance matters a lot. Pair it with Isshin doubling your tokens and a wall of 2/2s comes together fast.

Impact Tremors

One damage to each opponent every time a creature enters. Caesar makes tokens off attacks, Isshin doubles them, Assemble the Legion adds more each turn, and every one of those bodies pings each opponent for 1. In a game with forty or more creatures entering, Impact Tremors deals 40 to each opponent off a two-mana enchantment. Stack it with Bastion of Remembrance's drains and the deck often kills through passive damage instead of combat.

How to Play

Get mana rocks down on turns one and two, then Caesar on turn three. Turn four you attack and Caesar makes tokens. Turn five Isshin lands and Caesar's next attack trigger doubles. From there, every attack step throws off a wave of tokens while Impact Tremors and Bastion of Remembrance drain opponents in the background.

There's more than one way to win. The token army gets too big to handle; Bastion plus Zulaport drain finishes anyone under 15; Impact Tremors piling up over a dozen turns kills the whole table at once. The deck rarely needs a specific combo, since the passive damage from constant tokens and sacrifice triggers usually gets there on its own. Protect Isshin and Caesar with whatever you've got, because losing either sets the engine back several turns.
