Rad counters sit on a player. At the start of their precombat main phase they mill that many cards and lose one life per nonland card milled, then remove that many rad counters. The Sultai deck uses them as slow damage and as graveyard fuel.
Energy is a counter you keep in your own pool. Cards give you some and other cards spend it, so the Jeskai deck plays like a small economy layered on top of its mana.
A Junk token exiles the top card of your library and lets you play it this turn. It is card advantage that comes with a deadline, which suits the scavenging theme.
Several cards track progress with quest counters and pay out once they hit a threshold. They reward sticking with a plan across turns rather than a single big turn.
Pay the squad cost any number of times as you cast the creature and get that many token copies. It is a mana sink that turns a single card into a board.
Fallout is Magic doing post-apocalyptic scavenging. The four decks each take a faction and a resource: radiation, energy, junk and bodies. Almost everything is a Universes Beyond card printed straight into Commander, so the set introduced a lot of new legends without a matching draft environment.
Rad counters are the headline. They are slow, they hit everyone including the graveyard, and the Sultai deck is built to profit off the mill rather than the life loss. Energy is the other returning resource, back from Kaladesh and used here as a currency the Jeskai deck spends on artifacts and thopters.
Science! upgrades best because energy and artifacts have deep card pools outside the set. Mutant Menace is the most novel, but rad counters mostly exist inside this product, so upgrades come from the graveyard side rather than more radiation.
