An Orzhov political deck led by Breena, the Demagogue — incentivize opponents to attack each other with extra card draws, grow your board with +1/+1 counters, and leverage political manipulation into a fast, counter-heavy win.
The Commanders
Silverquill Statement is an Orzhov Commander deck built around political mechanics and +1/+1 counters. Breena rewards opponents for attacking each other by handing them extra card draws — which sounds generous but makes you the source of the best deal at the table. While they attack each other, your creatures grow larger with counters each time anyone attacks someone other than you.
Breena, the Demagogue costs {1}{W}{B} and is a 2/3 Bird Warlock with flying. Whenever a player attacks one of your opponents, that opponent and Breena's controller each draw a card. Whenever a player attacks you with one or more creatures, put two +1/+1 counters on Breena. The political layer is the deck's core: opponents frequently take the free cards and redirect aggression. Breena grows massive on defense while opponents deplete each other, then threatens lethal through commander damage when she reaches 7+ power.
Felisa, Fang of Silverquill is the creature-based alternative. Whenever a nontoken creature you control dies with a counter on it, create that many 2/1 Inkling tokens with flying. In a deck full of creatures accumulating +1/+1 counters, Felisa converts every board wipe into a fresh flying army.
Key Cards
Inkshield
The deck's signature combat trick and power spike. Inkshield is an instant that costs {3}{W}{W} and prevents all combat damage that would be dealt to you this turn. For each point of damage prevented, create a 2/1 Inkling token with flying. If an opponent attacks you for 20 points of damage thinking they have lethal, Inkshield converts all 20 damage into 20 tokens. Opponents must play around this at all times once they know it's in the deck, and the threat alone changes combat math at the table.
Shadrix Silverquill
The School of Mages' boss creature and a powerful political tool. At the beginning of combat on your turn, you may choose two of Shadrix's three modes and have opponents each benefit from one: draw a card, get a 2/1 Inkling with flying, or get a +1/+1 counter on a creature. The twist is that each opponent can only receive each mode once per turn. You control who gets what, allowing you to distribute benefits strategically — favor the opponent most likely to attack someone else, or give a flying Inkling to the player threatening an opponent you want eliminated.
Keen Duelist
A high-risk, high-reward card draw engine. At the beginning of your upkeep, each player reveals the top card of their library. Each player loses life equal to the mana value of the card revealed, then draws it. In a four-player game with high-average-mana-value decks, Keen Duelist deals 6-10 damage per round split among opponents while you draw cards. Breena's life gain from politics offsets the life you lose, making Keen Duelist a better deal for you than for the table. The card generates explosive card advantage while draining opponents passively.
Tempting Contract
A Breena-synergy enchantment. Tempting Contract creates Treasure tokens for each opponent who attacks someone other than you — and lets any opponent create a Treasure if they attack someone other than you. Combined with Breena drawing everyone cards for attacking each other, this creates a table-wide economic incentive to leave you alone. Opponents are being paid in cards and Treasures to fight each other. By the time they realize you've been accumulating counters and Inklings, the board state is too far gone to recover from.
How to Play
Establish Breena on turn two or three and immediately start building political relationships. Offer card draws, defend diplomatically, and let opponents deplete each other. Breena will grow with counters passively as the table attacks and blocks. In the mid game, look for Inkshield opportunities — let an opponent attack you wide, then fire Inkshield to flip the combat into a massive token army. Close games two ways: a fully loaded Breena commander damage kill (she reaches 21 power faster than opponents expect), or a Felisa token swarm after a board wipe converts your counter-laden creatures into a wave of Inklings.
