Mechanics

  • Sneak

    A spell with sneak can be cast for its sneak cost if you also return an unblocked attacker you control to hand during the declare blockers step. The creature enters tapped and attacking, so an unblocked body converts into a bigger one mid combat.

  • Alliance

    Alliance triggers whenever another creature you control enters. In a deck that makes Mutants and Ninjas in bunches, it fires several times a turn.

  • Disappear

    Disappear checks at your end step whether a permanent left the battlefield under your control this turn, and pays out if one did. It rewards ninjutsu style bounce and sacrifice rather than a static board.

  • +1/+1 counters

    Counters are the connective tissue of the deck. Turtles grow, Ninjas connect, and the counters make an ordinary attack into a real threat.

The set

The Teenage Mutant Ninja Turtles crossover shipped as a single Commander deck rather than a set of four, so there is one product page here and one deck under it.

Mechanically it is a ninja deck. Sneak trades an unblocked attacker for a bigger one mid combat, disappear rewards permanents leaving the battlefield, and alliance pays you for each extra creature that arrives. All three want you attacking and swapping bodies rather than building a static board.

That combination puts the deck in an unusual spot. It is five colors, so it looks like a ramp deck, but the payoffs all reward connecting in combat and then bouncing the creature that connected. If you play it like a big mana deck it stalls, and if you play it like a tempo deck it does what it was designed to do.

The Turtles themselves are the typal glue. Ninja and Mutant both appear across the deck, and the four brothers give it four separate places to put counters, so removal on any one of them does not end the plan.

Where to start

There is one deck in this product, so the question is whether the theme is worth it to you. If it is, fix the five color mana first, then add cheap evasive creatures rather than more counter payoffs. Sneak and the ninja style bounce effects need something unblocked to work with, and that is where the deck most often stumbles.
