Mechanics

  • Outlaws

Outlaw is shorthand for five creature types: Assassin, Mercenary, Pirate, Rogue and Warlock. Cards that care about outlaws count all five, which is why the Mardu deck can run a wide spread of legends and still feel tribal.

  • Plot

Pay a plot cost on an earlier turn to exile the card, then cast it later that game for free at sorcery speed. It splits an expensive spell across two turns and dodges hand disruption in the meantime.

  • Deserts

Deserts are lands with an extra text box, and the set gives them graveyard payoffs. The Naya deck cares how many are in the yard, not just how many are in play.

  • Treasure

Treasure tokens sacrifice for one mana of any color. Thunder Junction leans on them for both ramp and artifact count, and the Mardu deck turns combat damage into them.

The set

Outlaws of Thunder Junction is Magic's western, and the mechanical hook is that the villains got their own umbrella type. Any card that says outlaw is looking at Assassins, Mercenaries, Pirates, Rogues and Warlocks at once, which makes tribal payoffs unusually easy to hit.

Around that, the set runs on Deserts and Treasure. Deserts turn a land drop into a resource that keeps mattering after it dies, and Treasure smooths the multicolor decks along. Plot shows up as the tempo mechanic, letting a deck bank a spell on a slow turn and cast it for free later.

Where to start

Desert Bloom is the strongest shell for upgrades because lands matter cards age well. Quick Draw is the one that most rewards knowing when to hold priority.
